Tuition and Fees



Students who enroll in curriculum classes are subject to tuition and fees due and payable at registration. Student tuition included in this handbook is determined each year by the North Carolina Board of Community Colleges and the General Assembly.

Residency Status for Tuition

In 2013 the North Carolina General Assembly (SB 402) instructed the educational entities in North Carolina to work collaboratively to create a centralized process for determining residency for tuition and administration of state financial aid. These entities included the University of North Carolina General Administration (UNCGA), the North Carolina Community College System (NCCCS), the North Carolina Independent Colleges and Universities (NCICU), and the North Carolina State Education Assistance Authority (NCSEAA).

These educational entities selected College Foundation, Inc. (CFI) to help develop the statewide Residency Determination Service. The agency’s selection was based on their experience and expertise in executing annual updates to a majority of the North Carolina college and university admissions applications and managing the dissemination of state grants to students attending North Carolina public and private institutions. CFI was also selected to serve as the administrator of the Residency Determination Service.

Under the Higher Education Collaborative Advisory Committee (HECAC), representatives from the North Carolina education entities worked together for approximately three years to develop the Central Residency Determination Service. The North Carolina Community College System will implement the Residency Determination Service (RDS) on February 20, 2017, along with North Carolina public colleges and universities. North Carolina Independent Colleges and Universities implemented the Residency Determination Service on December 5, 2016.

The Residency Determination Service will provide four separate processes to reach a residency classification. Most students will only be required to complete the Initial Consideration process. The Reconsideration and Appeal processes are for those students who experience a change in circumstances (Reconsideration) or who have not had a change in status and believe their residency classification is incorrect (appeal).

All students, parents, faculty, staff, and constituents of the North Carolina Community College System should refer to the Residency website at ncresidency.org for more current details regarding the North Carolina Residency Determination Service, processes, and required residency guidelines.

In-State Tuition

Students classified as in-state residents must have established a legal residence in North Carolina for 12 consecutive months before the date of enrollment. Current tuition is $76.00 per credit hour for in-state students. The maximum tuition for in-state students for a semester is $1,216.00. Fees are subject to change due to any legislative increases that may occur.

Out-of-State Tuition

Current tuition is $268.00 per credit hour for out-of-state students. The maximum tuition for out-of-state students for a semester is $4,288.00.

Student Activity 

This fee is $3.00 per semester hour of credit. The maximum semester student activity fee is $35.00 for up to 16 or more credit hours for in-state and out-of-state students.

Computer Use and Technology 

The Computer Use and Technology Fee is $2.00 per semester hour of credit. The maximum Computer Use and Technology fee per semester is $24.00 for up to 12 or more credit hours for in-state and out-of-state students.

Campus Access, Parking, and Security

The fee for Campus Access, Parking, and Security is $2.00 per semester hour of credit. The maximum fee for Campus Access, Parking, and Security per semester is $24.00 for up to 12 or more credit hours for in-state and out-of-state students.

Allied Health Fee

The Allied Health fee is $30.00 per semester. All students enrolling in Associate Degree Nursing, Practical Nursing, Nursing Assistant, Radiography, Respiratory Care, Medical Assisting, Surgical Technology, and Health Information Technology are CHARGED a Health Science Fee. Students registering for a course in clinical education at one of our adjunct clinical facilities are CHARGED a medical malpractice insurance fee.

Student Success 

This fee is $5.00 per semester. This fee is used for graduation and student-related costs such as diplomas, diploma covers, student cap and gown, ceremony costs, pre-and post-ceremony receptions, rehearsal, and other related costs.

 Malpractice Insurance

All students enrolling in programs where they will work with the public are required to have malpractice insurance. These programs include but are not limited to, Barbering, Cosmetology, Esthetics, and all health science programs containing clinical courses. Students may purchase such insurance through the college’s Business Office. Malpractice Insurance is $8.50 per semester.

Health Science Programs

All students enrolling in Associate Degree Nursing, Practical Nursing, Nursing Assistant, Radiography, Respiratory Care, Medical Assisting, Surgical Technology, and Health Information Technology are charged a Health Science Fee. Students registering for a course participating in Clinical Education at one of our adjunct clinical facilities are charged a medical malpractice insurance fee. 

Vaccines, Checks, and Screens

All persons who enroll in any ECC program to be exposed to blood-borne pathogens are recommended to receive the Hepatitis B vaccination series at their own expense before participating in clinical or similar training. Health science students will also be required to have a criminal background check and drug screen before clinical rotations.

All costs associated with criminal background checks and drug screens are the responsibility of the student. ECC recognizes and fully supports the clinical agencies that require criminal background checks and/or drug screens on students.

ECC has contracted with Castle Branch, Inc. to perform background checks and drug screens at a reduced rate for students. The tests are available to the student and the Human Resources Director of the clinical agency at Certifiedbackground.com. Once students receive a letter of acceptance to a health science program, they should follow the instructions provided to obtain the required checks and screens. Most clinical agencies will not accept hand-delivered background checks and drug screening results.

Tuition Refunds

Students who enroll in curriculum classes are subject to tuition and fees due and payable at registration. Student tuition and fees included in this handbook are determined each year by the North Carolina Board of Community Colleges and the General Assembly. Fees are subject to change due to any legislative increases that may occur. Edgecombe Community College is operating under the current refund policy in effect at the time of this publication.

A refund is made under the following circumstances:

  1. A 100 percent refund of tuition and fees is made if the student officially withdraws before the academic semester’s first day of class (es), as noted in the college calendar. Also, a student is eligible for a 100 percent refund of tuition and fees if the student’s class is officially registered is canceled due to insufficient enrollment.
  2. A 75 percent refund of tuition shall be made if the student officially withdraws from the class (es) before or on the official 10 percent point of the semester.
  3. For classes beginning at times other than the first week (eight calendar days), a 100 percent tuition refund is made if the student officially withdraws before the first class meeting. A 75 percent refund of tuition is made if the student officially withdraws from the class before or on the 10 percent point of the class.
  4. A full refund of tuition and fees is granted to military reserve, and National Guard personnel called to active duty or active-duty personnel who have received temporary or permanent reassignments as a result of military operations taking place outside the state of North Carolina, thus making it impossible for them to complete their course requirements. The college will use distance learning technologies and other educational methodologies to help these students complete their course requirements under the guidance of faculty and administrative staff.

To comply with applicable federal regulations regarding refunds, federal regulations supersede the state refund regulations stated in this rule.
